The idea is simple, let people sue prosecutors when they perceive they have been wrongfully prosecuted.
It seems straight forward, but consider: If every defendant is given the right to file a lawsuit against a prosecutor to require a review of each decision in every case and have that prosecutor justify all decisions on all cases, the system won't work. The immunity currently given is appropriate. I just can't see a reason for flooding offices with lawsuits. If something is egregious, that prosecutor can be held criminally responsible. Which seems fair.
