Life, Death, Budgets, and Capital Murder

In 2005, the Texas Leg created Life Without Parole as the 'other option' in a Capital Murder case. Thought at the time as a way to divert those destined for the needle away to something more 'humane', Texas is finding out that their humanitarian efforts are more costly, and less humanitarian. There's just no pleasing some people.
